| We believe that the time has come for the Council to take the necessary action. That’s part of our diplomatic effort to bring more pressure on Russia to encourage Russia to cease hostilities, to accept what Georgia has accepted.

| We can conceive of no circumstances that warrant a continuation of this violence, we can accept no excuses from any party that refuses to disengage, and we assure all parties that we will value restraint and condemn aggression.

| As laid out in that Declaration, we call on all Member States of the United Nations to affirm their commitment embodied in the Universal Declaration on Human Rights that all citizens may freely express their opinions and assemble peacefully without fear of reprisal. We hope today’s event will inspire UN Member States and non-governmental organizations to redouble current efforts to assist prisoners of conscience and their families and to put an end to all forms of persecution. |

| The U-turn in the Russian position is particularly surprising and disturbing. Only a few days ago the Russian Federation was supportive of a G8 statement which said, and I quote, “We express grave concern about the situation in Zimbabwe. We deplore the fact that the Zimbabwean authorities pressed ahead with the presidential election despite the absence of appropriate conditions for free and fair voting as a result of their systematic violence, obstruction and intimidation. "...The Russian performance here today raises questions about its reliability as a G8 partner.

| You’ve heard statements from President Mugabe, you’ve seen actions on the ground. Now, the U.N. representative envoy will get there, I think in the next day or so. We’re going to consult with colleagues. We want to focus on this very important issue as soon as possible and I understand that he is going to be there for a few days, three or four days or something like that, but we would want to have a meeting as soon as possible, with or without him.
